Chapter 54 of title 39, United States Code, is amended by adding at the end the following: A parcel carried by an air carrier or foreign air carrier (as those terms are defined in section 40102(a) of title 49) shall— use postage that has been generated by a postage evidencing system that has been validated under level 4 of the 140 series of the Federal Information Processing Standards; or be entered with in person sender verification. . Section 5401(b) of title 39, United States Code, is amended by inserting or 5404 after in section 5402 .
