Funding provided in this Act for “Operations and Support” may be used for minor procurement, construction, and improvements. For purposes of subsection (a), “minor procurement, construction, and improvements” is defined as personal property with a unit cost of $250,000 or less or real property with a unit cost of $2,000,000 or less.
