It is the sense of Congress that— the title of the Under Secretary for Economic Growth, Energy, and the Environment should be changed to the Under Secretary for Economics, Energy, the Environment, and Cyberspace; the Secretary of State should redesignate an existing Assistant Secretary position to be the Assistant Secretary for Technology, International Communications, and Cyberspace to lead the Department of States’s diplomatic technology policy generally, including for internet access, internet governance, internet freedom, telecommunications networks, information and communications technology infrastructures, and cybersecurity; and such Assistant Secretary for Technology, International Communications, and Cyberspace should report to the Under Secretary for Economic Growth, Energy, the Environment, and Cyberspace referred to in paragraph (1).
In recognition of the added value of technical knowledge and expertise in the policymaking and diplomatic channels, the Secretary of State should— update existing training programs relevant to policy discussions, particularly for individuals employed under the Under Secretary referred to in subsection (a)(1); and promote the recruitment of candidates with technical expertise into the Civil Service and the Foreign Service. To offset any costs incurred by the Department of State to carry out the designation of an Assistant Secretary for Technology, International Communications and Cyberspace in accordance with subsection (a), the Secretary of State shall eliminate such positions within the Department of State, unless otherwise authorized or required by law, as the Secretary determines to be necessary to fully offset such costs.
The redesignation of the Assistant Secretary position described in subsection (a)(2) may not be construed as increasing the number of Assistant Secretary positions at the Department of State above the current level of 24 as authorized in section 1(c)(1) of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2651a(c)(1) ).
