Effective one year after the date of the enactment of this Act, subtitle B of title IV of Public Law 102–281 is repealed. On the day before the date of the repeal under subsection (a), the Secretary of the Treasury shall transfer the amounts in the fund described in section 408(a) of subtitle A of title IV of such Public Law into the general fund of the Treasury.
