Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Commissioner of the Social Security Administration, shall submit to the appropriate congressional committees a report that— specifies the statutory and regulatory requirements for entry into an agreement with India for the purpose of coordinating coverage under each country’s social security program (commonly referred to as a totalization agreement ); and evaluates the extent to which the social security program of India meets or does not meet these and other applicable requirements for such an agreement. The report required by subsection
(a)shall be submitted in unclassified form, but may contain a classified annex if necessary.
