It is the sense of Congress that— strengthening the trade relationship between the United States and India will have a meaningful impact upon the people of the United States and India; and in order to further strengthen and deepen the trade relationship, the United States and the Government of India should commence as soon as possible negotiations to finalize a high-standard bilateral investment treaty.
