Beginning in fiscal year 2018 and each fiscal year thereafter, the Administrator of the National Oceanic and Atmospheric Administration shall include in its annual budget request a line item for commercial space-based data buys. When practicable, the National Oceanic and Atmospheric Administration shall incorporate commercial solutions, including purchases of commercial data streams, to update, augment, or serve as a follow-on to its existing programs of record, and shall seek to avoid starting new programs of record unless such commercial solutions have been exhausted.
