Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the feasibility of NASA insuring its Class C and Class D payloads and cargo, including— the feasibility of insuring such payloads for a period of time that begins at the time of ignition and ends— at the time when the payload is deployed into its intended orbit; or 1 year after the date on which the payload is deployed into its intended orbit; any risk such insurance will place on United States taxpayers; any effect of such insurance on launch prices; and the feasibility of requiring launch providers to include in launch bids the cost of providing first party insurance of such payloads.
