None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2017 for the Navy shall be used to select only a single contractor for the construction of the Littoral Combat Ship or any successor frigate class ship program until the Secretary of the Navy certifies to the congressional defense committees that such selection of a single contractor will be conducted— using competitive procedures; and for the limited purpose of awarding a contract for— an engineering change proposal for a frigate class ship; or the construction of a frigate class ship.
