The Secretary of Defense, in consultation with the Secretary of the Army and the Chief of Staff of the Army, shall conduct an assessment of the following capabilities with respect to the Department of the Army: The capacity of AH–64 Apache-equipped attack reconnaissance battalions to meet future needs. Air defense artillery capacity and responsiveness, including— the capacity of short-range air defense artillery to address existing and emerging threats, including threats posed by unmanned aerial systems, cruise missiles, and manned aircraft; and the potential for commercial off-the-shelf solutions.
Chemical, biological, radiological, and nuclear capabilities and modernization needs. Field artillery capabilities, including— modernization needs; munitions inventory shortfalls; and changes in doctrine and war plans consistent with the Memorandum of the Secretary of Defense dated June 19, 2008, regarding the Department of Defense policy on cluster munitions and unintended harm to civilians. Fuel distribution and water purification capacity and responsiveness. Watercraft and port-opening capabilities and responsiveness.
Transportation capacity and responsiveness, particularly with respect to the transportation of fuel, water, and cargo. Military police capacity. Tactical mobility and tactical wheeled vehicle capacity, including heavy equipment prime movers. Not later than April 1, 2017, the Secretary of Defense shall submit to the congressional defense committees a report containing— the assessment conducted under subsection (a); recommendations for reducing or eliminating shortfalls in responsiveness and capacity with respect to each of the capabilities described in such subsection; and an estimate of the costs of implementing such recommendations.
The report under subsection
(b)shall be submitted in unclassified form, but may include a classified annex.
