Section 153(a) of title 10, United States Code, is amended— by redesignating paragraphs (4), (5), and
(6)as paragraphs (5), (6), and (7), respectively; by inserting after paragraph
(3)the following new paragraph (4): Advising— the President and the Secretary of Defense on ongoing military operations; and the Secretary on the allocation and transfer of forces among geographic and functional combatant commands, as necessary, to address transregional, multi-domain, and multi-functional threats. .
