Section 1064(b)(2) of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 129 Stat. 989) is amended— in subparagraph (D), by inserting , including Congress, after Federal Government ; and by adding at the end the following new subparagraph: The capabilities and limitations of the Department of Defense workforce responsible for conducting strategic planning, including recommendations for improving the workforce through training, education, and career management. .
