Sec. 1212. Extension and modification of authority for reimbursement of certain coalition nations for support provided to United States military operations

Subsection
(a)of section 1233 of the National Defense Authorization Act for Fiscal Year 2008 ( Public Law 110–181 ; 122 Stat. 393), as most recently amended by section 1212 of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 129 Stat. 1043), is further amended by striking fiscal year 2016 and inserting the period beginning on October 1, 2016, and ending on December 31, 2017, . Subsection (d)(1) of such section, as so amended, is further amended— in the second sentence, by striking during fiscal year 2016 may not exceed $1,160,000,000 and inserting during the period beginning on October 1, 2016, and ending on December 31, 2017, may not exceed $1,100,000,000 ; and in the third sentence, by striking fiscal year 2016 and inserting the period beginning on October 1, 2016, and ending on December 31, 2017, . Section 1232(b)(6) of the National Defense Authorization Act for Fiscal Year 2008 (122 Stat. 393), as most recently amended by section 1212(c) of the National Defense Authorization Act for Fiscal Year 2016 (129 Stat. 1043), is further amended by striking September 30, 2016 and inserting December 31, 2017 . Section 1227(d)(1) of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 2001), as most recently amended by section 1212(d) of the National Defense Authorization Act for Fiscal Year 2016 (129 Stat. 1043), is further amended by striking for fiscal year 2016 or any prior fiscal year and inserting for any period prior to December 31, 2017 . Of the total amount of reimbursements and support authorized for Pakistan during the period beginning on October 1, 2016, and ending on December 31, 2017, pursuant to the third sentence of section 1233(d)(1) of the National Defense Authorization Act for Fiscal Year 2008 (as amended by subsection (b)(2)), $450,000,000 shall not be eligible for the waiver under section 1227(d)(2) of the National Defense Authorization Act for Fiscal Year 2013 (126 Stat. 2001) unless the Secretary of Defense certifies to the congressional defense committees that— Pakistan continues to conduct military operations in North Waziristan that are contributing to significantly disrupting the safe haven and freedom of movement of the Haqqani Network in Pakistan; Pakistan has taken steps to demonstrate its commitment to prevent the Haqqani Network from using North Waziristan as a safe haven; the Government of Pakistan actively coordinates with the Government of Afghanistan to restrict the movement of militants, such as the Haqqani Network, along the Afghanistan-Pakistan border; Pakistan has shown progress in arresting and prosecuting Haqqani network senior leaders and mid-level operatives; and Pakistan is not using its military or any funds or equipment provided by the United States to persecute minority groups seeking political or religious freedom, including the Balochi, Sindhi, and Hazara ethnic groups and minority religious groups, including Christian, Hindu, and Ahmadiyya Muslim.
