Section 893(a) of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; Stat. 952) is amended— in paragraph (1), by striking Effective and inserting Except as provided in paragraph (3), effective ; and by adding at the end the following new paragraph: In this subsection, the term non-Defense Agencies does not include the National Nuclear Security Administration. .
