Section 40728(h) of title 36, United States Code, is amended— by striking and inserting Subject to paragraph (2), the Secretary may transfer

Section 1087 of National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 129 Stat. 1012) is amended— in subsection (b)(1)— by striking may each place it appears and inserting shall ; and by striking not more than 10,000 ; and by striking subsection (c).
