Sec. 103. Signature projects and programs

The Secretary shall— develop a list of signature projects and programs eligible for funding from the Challenge Fund; and submit the list developed under paragraph

(1)(and updated under subsection (b)) to the Committees on Appropriations and Natural Resources of the House of Representatives and the Committees on Appropriations and Energy and Natural Resources of the Senate. The Secretary may, from time to time as the Secretary finds appropriate, add any signature project or program to the list and provide notice of such addition as required by subsection (a).
