In this Act, the term appropriate congressional committees means— the Committee on Appropriations and the Committee on Foreign Relations of the Senate; and the Committee on Appropriations and the Committee on Foreign Affairs of the House of Representatives. In this Act, the terms basic education , partner country , relevant Executive branch agencies and officials , national education plan , marginalized children and vulnerable groups , and gender parity in basic education have the meanings given such terms in subsection

(c)of section 105 of the Foreign Assistance Act of 1961 (as added by section 3 of this Act).
