Subject to subsection (b), the Executive Director may request additional personnel detailed from Federal agencies. Upon request of the Executive Director and approval of the Board and the Director of OMB, the head of any Federal agency shall detail the requested personnel of that agency to the Board to assist the Board in carrying out its duties under this Act. Appointments shall be made with consideration of a balance of expertise consistent with the qualifications of representatives described in section 4(c)(5).
