Sec. 106. Demonstration grants

The Secretary of Health and Human Services (in this section referred to as the Secretary ), acting through the Substance Abuse and Mental Health Services Administration, shall award grants to States, counties, local governments, tribes and tribal organizations, educational institutions, and private nonprofit organizations for the expansion, replication, or scaling of evidence-based programs across a wider area to enhance effective screening, early diagnosis, intervention, and treatment with respect to mental illness, serious mental illness, and serious emotional disturbance, primarily by— applied delivery of care, including training staff in effective evidence-based treatment; and integrating models of care across specialties and jurisdictions.
A grant under this section shall be for a period of not less than 3 years and not more than 5 years. Of the amounts made available for carrying out this section for a fiscal year— not less than half shall be awarded for screening, diagnosis, intervention, and treatment, as described in subsection (a), for individuals (or subpopulations of individuals) who are below the age of 26 when activities funded through the grant award are initiated; no amounts shall be made available for any program or project that is not evidence-based; no amounts shall be made available for primary prevention; and no amounts shall be made available solely for the purpose of expanding facilities or increasing staff at an existing program, although funds may be so used by an existing program if such an expansion or increase is needed to support the implementation of a new program under this section.
The Secretary may terminate any award under this section upon a determination that— the recipient is not providing information requested by the Secretary in connection with the award; or there is a clear failure in the effectiveness of the recipient’s programs or activities funded through the award. As a condition on receipt of an award under this section, an applicant shall agree— to report to the Secretary the results of programs and activities funded through the award; and to include in such reporting any relevant data requested by the Secretary.
For the purpose of providing grants under this section, there is authorized to be appropriated $80,000,000 for each of fiscal years 2017 through 2021.
