Section 307 of title 46, United States Code, is amended— by striking The Federal Maritime Commission and inserting the following: The Federal Maritime Commission ; and by adding at the end the following: Notwithstanding subsection (a), the Federal Maritime Commission may not expend any funds appropriated or otherwise made available to it to a non-Federal entity to issue an award, prize, commendation, or other honor that is not related to the purposes set forth in section 40101. .
