Section 421(d) of the Coast Guard and Maritime Transportation Act of 2006 ( 46 U.S.C. 8103 note) is amended by striking On March 1, 2007, and annually thereafter and inserting Not later than July 1 of each year . Section 603(c)(3) of the Coast Guard and Maritime Transportation Act of 2006 ( 33 U.S.C. 2704 note) is amended by striking on an annual basis. and inserting not later than January 30 of the year following each year in which occurs an oil discharge from a vessel or nonvessel source that results or is likely to result in removal costs and damages (as those terms are defined in section 1001 of the Oil Pollution Act of 1990 ( . 33 U.S.C. 2701 )) that exceed liability limits established under section 1004 of the Oil Pollution Act of 1990 ( 33 U.S.C. 2704 ).
Not later than 60 days after the date of the enactment of this Act, the Commandant of the Coast Guard shall submit to the Secretary of the department in which the Coast Guard is operating a report detailing the specifications and capabilities for interoperable communications the Commandant determines are necessary to allow the Coast Guard to successfully carry out its missions that require communications with other Federal agencies, State and local governments, and nongovernmental entities.
