Sec. 313. Cyber attack standards of measurement study

The Director of National Intelligence, in consultation with the Secretary of Homeland Security, the Director of the Federal Bureau of Investigation, and the Secretary of Defense, shall carry out a study to determine appropriate standards that— can be used to measure the damage of cyber incidents for the purposes of determining the response to such incidents; and include a method for quantifying the damage caused to affected computers, systems, and devices. Not later than 180 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the appropriate congressional committees the initial findings of the study required under subsection (a).
Not later than 360 days after the date of the enactment of this Act, the Director of National Intelligence shall submit to the appropriate congressional committees a report containing the complete findings of such study. The report required by paragraph
(2)shall be submitted in unclassified form, but may contain a classified annex. In this section, the term appropriate congressional committees means the following: The congressional intelligence committees. The Committees on Armed Services of the House of Representatives and the Senate. The Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate. The Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate.
