Sec. 116. Reports on the number of mentally ill offenders in prison

Not later than 12 months after the date of enactment of this Act, the Comptroller General of the United States shall submit to Congress a report detailing the cost of imprisonment for individuals who have serious mental illness by the Federal Government or a State or unit of local government, which shall include— the number and type of crimes committed by individuals with serious mental illness each year; and detailed strategies or ideas for preventing crimes by those individuals with serious mental illness from occurring.
For purposes of this section, the Attorney General, in consultation with the Assistant Secretary of Mental Health and Substance Use Disorders shall defined serious mental illness based on the Health Care Reform for Americans with Severe Mental Illnesses: Report of the National Advisory Mental Health Council , American Journal of Psychiatry 1993; 150:1447–1465.
