The Commission may require by subpoena the attendance of witnesses and the production of evidence necessary for the Commission to make a determination under the provisions of this chapter. If a person refuses to obey a subpoena issued under subsection (a), a United States district court within the jurisdiction of which the relevant proceeding under this Act is conducted may, upon petition by the Commission, issue an order requiring compliance with such subpoena.
