Sec. 501. Black Lava Butte and Flat Top Mesa Area of Critical Environmental Concern

There is established the Black Lava Butte and Flat Top Mesa Area of Critical Environmental Concern (referred to in this section as the covered area ) within the California Desert Conservation Area under the Bureau of Land Management comprising approximately 6,350 acres as generally depicted on the map entitled Proposed Black Lava Butte and Flat Top Mesa ACEC and dated March 2, 2015. The Secretary of the Interior shall administer the covered area to preserve the geological, biological, cultural, and archeological resources within the covered area.
Subject to valid existing rights, the Federal land and interests in Federal land included within the covered area are withdrawn from— all forms of entry, appropriation, or disposal under the public land laws; location, entry, and patent under the United States mining laws; and disposition under all laws pertaining to mineral and geothermal leasing and mineral materials. Development of renewable energy generation facilities (excluding rights-of-way or facilities for the transmission of energy and telecommunication facilities and infrastructure) is prohibited within the covered area.
