The purpose of this title is to designate in law certain off-highway vehicle recreation areas currently designated administratively by the Secretary of the Interior as National Off-Highway Vehicle Recreation Areas in order to preserve and enhance the recreational opportunities within the California Desert Conservation Area, including opportunities for off-highway vehicle recreation, while conserving the wildlife and other natural resources of the Conservation Area.
