Section 301 of the Public Health Service Act ( 42 U.S.C. 241 ), as amended by section 2013, is further amended by adding at the end the following: Subchapter I of chapter 35 of title 44, United States Code, shall not apply to the voluntary collection of information during the conduct of research by the National Institutes of Health. .
