The first section 514 of the Public Health Service Act ( 42 U.S.C. 290bb–7 ), relating to substance abuse treatment services for children and adolescents, is amended— in the section heading, by striking and inserting abuse treatment ; use disorder treatment and early intervention by striking subsection
(a)and inserting the following: The Secretary shall award grants, contracts, or cooperative agreements to public and private nonprofit entities, including Indian tribes or tribal organizations (as such terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act), or health facilities or programs operated by or in accordance with a contract or grant with the Indian Health Service, for the purpose of— providing early identification and services to meet the needs of children and adolescents who are at risk of substance use disorders; providing substance use disorder treatment services for children, including children and adolescents with co-occurring mental illness and substance use disorders; and providing assistance to pregnant women, and parenting women, with substance use disorders, in obtaining treatment services, linking mothers to community resources to support independent family lives, and staying in recovery so that children are in safe, stable home environments and receive appropriate health care services. ; in subsection (b)— by striking paragraph
(1)and inserting the following: apply evidence-based and cost-effective methods; ; in paragraph (2)— by striking treatment ; and by inserting substance abuse, after child welfare, ; in paragraph (3), by striking substance abuse disorders and inserting substance use disorders, including children and adolescents with co-occurring mental illness and substance use disorders, ; in paragraph (5), by striking treatment; and inserting services; and ; in paragraph (6), by striking substance abuse treatment; and and inserting treatment. ; and by striking paragraph (7); and in subsection (f), by striking $40,000,000 and all that follows through the period and inserting $29,605,000 for each of fiscal years 2018 through 2022. .
