Section 3553 of title 44, United States Code, as amended by section 3, is further amended by adding at the end the following new subsection: Not later than February 1 of every year, the Secretary shall report to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate, regarding the specific actions the Secretary has taken pursuant to subsections
(b)and (h). .
