In this Act: The term employer has the meaning given such term under section 4303 of title 38, United States Code, except that such term does not include— the Federal Government; any State, as defined in such section; or any foreign state. The term Secretary means the Secretary of Labor. The term veteran has the meaning given such term under section 101 of title 38, United States Code.
