Section 4 of the Bridge Act of 1906 ( 33 U.S.C. 494 ) is amended— by designating the existing text as subsection (a); and by inserting at the end the following: When determining whether a bridge unreasonably obstructs the free navigation of the waters over which it is constructed, the Secretary shall, for projects that are funded under title 23 or title 49, United States Code, consider— the necessities of rail, aviation, transit, and highway traffic; and construction, maintenance, and operation costs of the proposed bridge. .
