None of the funds made available by this Act may be used to develop, refine, promulgate, publish, implement, administer, maintain, or enforce a Postsecondary Institution Ratings System (PIRS), for which feedback was solicited in the Request for Information published by the Department of Education in the Federal Register on December 17, 2013 (78 Fed. Reg. 76289 et seq.), or any other system intended to rate the performance of institutions of higher education.
