There is authorized to be appropriated to the Secretary to carry out this subtitle $100,000,000 for each of fiscal years 2015 through 2019, to remain available until expended. Of the funds made available to carry out this subtitle, the Secretary may use for the administration of this subtitle not more than $2,200,000 for each of fiscal years 2015 through 2019.
