If the Secretary of the Interior fails to provide the feasibility studies described in section 401 to the appropriate committees of the House of Representatives and the Senate by the times prescribed, the amount made available to the Policy and Administration Account of the Bureau of Reclamation for the operation of the Washington, DC, office shall be reduced by an amount of $20,000 per day and transferred to the Treasury for deficit reduction until the feasibility reports are provided to Congress.
