Sec. 5. Termination of existing offsetting accounts

All of the accounts authorized under section 286 of the Immigration and Nationality Act ( 8 U.S.C. 1356 ), as of the day before the date of the enactment of this Act, shall be terminated on the effective date described in section 3.
