None of the funds made available by this or any other Act may be used to draft, prepare, implement, or enforce any new or revised regulation or order that— prohibits or restricts, within the United States, the possession, sale, delivery, receipt, shipment, or transportation of ivory that has been lawfully imported into the United States; changes any means of determining, including any applicable presumptions concerning, when ivory has been lawfully imported; or prohibits or restricts the importation of ivory that was lawfully importable into the United States as of February 1, 2014.
