Notwithstanding sections 8005 and 9003, of the unobligated funds authorized to be appropriated in fiscal year 2016 and made available in this Act, $3,500,000,000 is available to transfer to the National Sea-Based Deterrence Fund established by section 2218a of title 10, United States Code, as authorized by subsection
(b)of section 1022 of Public Law 113–291 .
