Section 502(b) of the Public Health Service Act ( 42 U.S.C. 290aa–1(b) ) is amended— in paragraph (2)— in subparagraph (E), by striking and after the semicolon; by redesignating subparagraph
(F)as subparagraph (I); and by inserting after subparagraph (E), the following: for the advisory councils appointed under subsections (a)(1)(A) and (a)(1)(D), the Director of the National Institute of Mental Health; for the advisory councils appointed under subsections (a)(1)(A), (a)(1)(B), and (a)(1)(C), the Director of the National Institute on Drug Abuse; for the advisory councils appointed under subsections (a)(1)(A), (a)(1)(B), and (a)(1)(C), the Director of the National Institute on Alcohol Abuse and Alcoholism; and ; and in paragraph (3), by adding at the end the following: Not less than half of the members of the advisory council appointed under subsection (a)(1)(D)— shall have— a medical degree; a doctoral degree in psychology; or an advanced degree in nursing or social work from an accredited graduate school or be a certified physician assistant; and shall specialize in the mental health field. .
