Section 501 of the Public Health Service Act ( 42 U.S.C. 290aa ) is amended— in subsection (h), by inserting at the end the following: For any such peer-review group reviewing a proposal or grant related to mental illness, no fewer than half of the members of the group shall have a medical degree, or a corresponding doctoral degree in psychology and clinical experience. ; and in subsection (l)— in paragraph (2), by striking and at the end; in paragraph (3), by striking the period at the end and inserting ; and ; and by adding at the end the following:
At least 60 days before awarding a grant, cooperative agreement, or contract, the Assistant Secretary shall give written notice of the award to the Committee on Energy and Commerce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate. .
