A qualified entity receiving a grant under this title shall submit to the Director such reports, at such time, in such manner, and containing such information as the Director may reasonably require. Each year, the Director shall submit to Congress a report that contains a summary of the information submitted to the Director under subsection
(a)during the previous year.
