None of the funds made available in this Act may be used to pay the salaries and expenses of personnel of the Department of Justice to obligate more than $2,705,164,000 during fiscal year 2016 from the fund established by section 1402 of Public Law 98–473 ( 42 U.S.C. 10601 ).
