None of the funds made available by this Act may be used to carry out the Bureau of Alcohol, Tobacco, Firearms, and Explosives Special Advisory entitled Test, Examination and Classification of 7N6 5.45 x 39 Ammunition , dated April 7, 2014. The limitation described in this section shall not apply in the case of the administration of a tax or tariff.
