All unobligated balances, including recaptures and carryover, remaining from funds appropriated to the Department of Housing and Urban Development under the heading “Rural Housing and Economic Development” are hereby rescinded. Effective October 1, 2015, all unobligated balances, including recaptures and carryover, remaining from funds appropriated to the Department of Housing and Urban Development for accounts under the headings “Management and Administration” and “Program Office Salaries and Expenses” in division K of Public Law 113–235 are rescinded.
