None of the funds made available by this Act may be used by the Secretary of Housing and Urban Development to require a recipient or sub-recipient of funding for the purpose of land acquisition, affordable housing construction, or affordable housing rehabilitation to meet Energy Star standards or any other energy efficiency standards that exceed the requirements of applicable State and local building codes.
