Not later than 1 year after the date of the enactment of this Act, the Secretary of Defense shall conduct a study and submit to Congress a report on the use of defense access road funding to build alternate routes for military equipment traveling to missile launch facilities, taking into consideration the location of local populations, security risks, safety, and impacts of weather.
