Section 31 of the Toxic Substances Control Act ( 15 U.S.C. 2601 note; Public Law 94–469 ) is amended— by striking Except as provided in section 4(f), this and inserting the following: This ; and by adding at the end the following: Nothing in this Act shall be interpreted to apply retroactively to any State, Federal, or maritime legal action commenced prior to the effective date of the Frank R. Lautenberg Chemical Safety for the 21st Century Act . .
