Section 2(c) of the Toxic Substances Control Act ( 15 U.S.C. 2601(c) ) is amended— by striking It is the intent and inserting the following: It is the intent ; in paragraph
(1)(as so redesignated), by inserting , as provided under this Act before the period at the end; and by adding at the end the following: This Act, including reforms in accordance with the amendments made by the Frank R. Lautenberg Chemical Safety for the 21st Century Act — shall be administered in a manner that— protects the health of children, pregnant women, the elderly, workers, consumers, the general public, and the environment from the risks of harmful exposures to chemical substances and mixtures; and ensures that appropriate information on chemical substances and mixtures is available to public health officials and first responders in the event of an emergency; and shall not displace or supplant common law rights of action or remedies for civil relief. .
