Sec. 4001. Authorization of appropriations

The following sums are authorized to be appropriated out of the Highway Account of the Transportation Trust Fund: For carrying out section 402 of title 23, United States Code— $241,146,000 for fiscal year 2016; $248,380,380 for fiscal year 2017; $255,831,791 for fiscal year 2018; $263,506,745 for fiscal year 2019; $271,411,947 for fiscal year 2020; and $279,554,306 for fiscal year 2021. For carrying out section 403 of title 23, United States Code— $152,000,000 for fiscal year 2016; $158,840,000 for fiscal year 2017; $166,146,640 for fiscal year 2018; $173,457,092 for fiscal year 2019; $181,783,033 for fiscal year 2020; and $190,145,052 for fiscal year 2021.
For carrying out section 405 of title 23, United States Code— $278,705,000 for fiscal year 2016; $287,066,150 for fiscal year 2017; $295,678,135 for fiscal year 2018; $304,548,479 for fiscal year 2019; $313,684,933 for fiscal year 2020; and $323,095,481 for fiscal year 2021. For carrying out section 303 of title 49, United States Code— $5,000,000 for fiscal year 2016; $5,225,000 for fiscal year 2017; $5,465,350 for fiscal year 2018; $5,705,825 for fiscal year 2019; $5,979,705 for fiscal year 2020; and $6,254,771 for fiscal year 2021.
For carrying out section 2009 of SAFETEA–LU ( 23 U.S.C. 402 note)— $29,000,000 for fiscal year 2016; $29,870,000 for fiscal year 2017; $30,766,100 for fiscal year 2018; $31,689,083 for fiscal year 2019; $32,639,755 for fiscal year 2020; and $33,618,948 for fiscal year 2021. For administrative and related operating expenses of the National Highway Traffic Safety Administration in carrying out chapter 4 of title 23, United States Code, and this subtitle— $28,149,000 for fiscal year 2016; $28,993,470 for fiscal year 2017; $29,863,274 for fiscal year 2018; $30,759,172 for fiscal year 2019; $31,681,947 for fiscal year 2020; and $32,632,406 for fiscal year 2021.
Except as otherwise provided in chapter 4 of title 23, United States Code, in this subtitle and in the amendments made by this subtitle, the amounts made available from the Highway Account of the Transportation Trust Fund for a program under such chapter— shall only be used to carry out such program; and may not be used by States or local governments for construction purposes. Except as otherwise provided in chapter 4 of title 23, United States Code, and in this subtitle, amounts made available under subsection
(a)for fiscal years 2016 through 2021 shall be available for obligation in the same manner as if such funds were apportioned or allocated under chapter 1 of title 23, United States Code. Grants awarded under this subtitle shall be in accordance with regulations issued by the Secretary. If a grant awarded under this subtitle requires a State to share in the cost, the aggregate of all expenditures for highway safety activities made during any fiscal year by the State and its political subdivisions (exclusive of Federal funds) for carrying out the grant (other than planning and administration) shall be available for the purpose of crediting the State during such fiscal year for the non-Federal share of the cost of any project under this subtitle (other than planning or administration) without regard to whether such expenditures were actually made in connection with such project. To receive a grant under this subtitle, a State shall submit an application, and the Secretary shall establish a single deadline for such applications to enable the award of grants early in the next fiscal year.
