Section 201(b)(7) of title 23, United States Code, is amended— in subparagraph (A), by striking shall be 100 percent and inserting may be up to 100 percent ; and in subparagraph (B), by inserting before the final period , except that the Federal share for the cost of a project on a Federal lands access transportation facility owned by a county, town, township, municipal, Tribal, or local government may be up to 95 percent .
