Section 149(b) of title 23, United States Code, is amended— in paragraph (1)(A)(i)(I), by inserting in the designated nonattainment area after standard ; in paragraph (3), by inserting or maintenance after attainment, ; in paragraph (4), by striking is likely to contribute to the attainment of a national ambient air quality standard and inserting is likely to contribute to the area’s attainment or maintenance of a national ambient air quality standard ; and in paragraph (5), by inserting reduces air pollution and after if the program or project .
